Example of what to tell people:

"Please go to the ITS web page http://www.unca.edu/compcenter and look at the usage policies in the left hand column.  There is a departmental policy for vpn and a form which you need to print and have signed.  After this is done and turned in to Joy Jones in the ITS office in Robinson Hall room 013, contact the helpdesk and they will schedule an install of vpn.  Please tell the helpdesk you'll be accessing Banner so you'll get the correct install."
