This happens when the Banner SSB server is blocked by having security settings in IE set too high or modified by software applications designed to increase the security of a user's computer. Some of these security software applications include Norton Security & Zone Alarm. Often, this issue can be fixed by doing the following:

open IE
click tools
click Internet Options
select the Security tab
click Trusted sites
click the Sites button
uncheck the box for "Require Server verification(https)..."
enter *.unca.edu
click Add
click Close
click OK
